A National Platform for Carbon Market Participation

Mitigation activities are registered, reviewed, monitored and recorded under the Philippine carbon market governance framework through two participation tracks.

Article 6 Activities

For activities seeking to transfer mitigation outcomes internationally under Article 6 of the Paris Agreement.

  • Pre-authorization of the activity by DENR
  • Authorization of mitigation outcomes
  • First transfer recorded with a Corresponding Adjustment
  • Use toward another country's NDC or international mitigation purposes such as CORSIA

Non-Article 6 Activities

For activities participating in voluntary or other carbon markets without international transfer.

  • No Objection Letter from DENR
  • Annual status reporting and review of the No Objection Letter
  • Credits issued and used under recognized carbon crediting standards
  • No Corresponding Adjustment applied

How Participation Begins

The first stage is the same for every mitigation activity, whichever track it follows: register, submit, and await Government review.

  1. 1

    Register as a Participant

Create your participant profile, verify your authorized representatives and submit the MAP Registration Form.

    Output: MAP Identifier
  2. 2

    Submit Your Activity

Submit your mitigation activity details with the No Objection Letter Request Form.

    Output: Application reference
  3. 3

    Government Review

DENR reviews eligibility, policy alignment, safeguards and sectoral requirements.

    Output: Review outcome
  4. 4

    Decision

DENR makes a decision and, where appropriate, issues a No Objection Letter valid for one year.

    Output: No Objection Letter

Before you start

Prepare these documents and details:

  • Legal registration documents of the participating entity
  • Details of authorized representatives
  • Activity sector, location, carbon crediting standard and methodology
  • Fees required by the DENR office

What happens next?

After the No Objection Letter, the pathway depends on the activity's track.

Article 6 Track

Proceeds to pre-authorization, authorization of mitigation outcomes, first transfer and Corresponding Adjustment.

Non-Article 6 Track

Continues under national regulation with annual status reporting and review of the No Objection Letter.
